What You Should Know About the CUKR Residence Card

The CUKR residence card is a special type of residence permit for Ukrainian citizens and their family members with PESEL UKR status. The application is submitted only electronically via the MOS 2.0 system.

Application Process

The CUKR residence card application is submitted entirely online via MOS. There is no need to book an appointment at the immigration office for submission itself.

The application is completed online, signed electronically, and sent through the system. If all required data is already stored in government registers — including fingerprints and signature — there is no need to visit the office again. If some data is missing, MOS will block the submission, and you must first update your information at the municipal office (gmina) with a valid passport.

Step-by-Step Process

1. Eligibility Check

First, you must confirm that you are eligible for CUKR: valid PESEL UKR status and compliance with all official requirements. Without this, the system will not allow submission.

2. Verification of Registry Data

Check whether all required data is available in government registers: personal data, passport details, fingerprints, and signature. If anything is missing, it must be updated at the gmina office.

3. Document Preparation for MOS

Prepare all digital attachments required for submission. You will also need one of the following: Profil Zaufany, qualified electronic signature, or personal signature. Access to MOS is via login.gov.pl, and a new account is required for the updated system.

4. Filling and Submitting the Application

Log into MOS, complete the form, attach documents, sign the application electronically, and submit it online. After submission, the system generates UPO — official confirmation of receipt.

5. System and Office Review

If registry data is incomplete, MOS may block the submission. If the application is correctly submitted, the case moves to processing. In the simplified CUKR procedure, applicants are usually called to the office later only when the card is ready.

6. Receiving the CUKR Card

When the card is ready, the voivodeship office notifies the applicant. Upon collection, UKR status is replaced with CUKR, granting a 3-year temporary residence permit. If the card is not collected within 60 days, it is cancelled.
