For obtaining an EU long-term residence permit, the documents are prepared based on the entire history of stay in Poland. After the transition to MOS 2.0, the application and supporting materials are submitted electronically, so it is important to prepare in advance scanned documents, a digital photo, proof of income, health insurance, proof of address, travel history, and Polish language proficiency.

Who Can Apply for an EU Long-Term Residence Permit

An EU long-term resident card can be applied for by a foreigner who has legally and continuously resided in Poland for at least 5 years prior to submitting the application.

However, it is not enough just to live in Poland for 5 years. The authorities verify:

  • On what legal basis the person stayed in Poland
  • Whether there were breaks in legal stay
  • How much time was spent outside Poland
  • Which periods are fully or partially counted (or excluded)
  • Whether there was stable income
  • Whether health insurance was maintained
  • Whether Polish language knowledge is confirmed

Conditions for EU Long-Term Residence

To obtain the EU long-term residence permit, you must prove:

  1. Legal and continuous stay in Poland for at least 5 years
  2. Stable and regular income during the required period
  3. Health insurance in Poland
  4. Legal right of residence at a Polish address
  5. Polish language proficiency at minimum B1 level
  6. Correct history of previous visas, cards, decisions, and travel records

For some applicants, income is verified over 3 years, and for certain Blue Card holders over 2 years. This must be assessed individually based on the residence history.

The basic list depends on your residence history, income source, insurance, travel history, and method of proving Polish language skills.

Typically required:

  1. Electronic application via MOS 2.0
  2. Scan or photos of all pages of a valid passport
  3. Digital photo for MOS 2.0 submission
  4. Proof of payment of the administrative fee (640 PLN)
  5. Copies of previous residence decisions
  6. Copies of previous residence cards, visas, stamps, and other legal stay documents
  7. Documents confirming legal stay for the required period
  8. Travel history documents (if relevant for continuity of stay)
  9. PIT, UPO, contracts, salary confirmations, or other income documents
  10. Proof of health insurance
  11. Proof of residence address in Poland
  12. Proof of Polish language proficiency (minimum B1)
  13. Certified translations if documents are not in Polish
  14. Access to Profil Zaufany, qualified electronic signature, or personal signature
  15. Electronically certified copies of paper originals if required

After the launch of MOS 2.0, paper submissions are no longer accepted at the office. If additional documents are requested, they must be submitted electronically through the official communication channel.

Frequently Asked Questions

I have lived and worked in Poland for 5 years, but I left the country for visa procedures and holidays. Can I apply for an EU long-term residence card?

A foreigner’s stay in Poland is considered continuous if:
— None of the breaks exceeded 6 months;
— All absences within the 5-year period do not exceed 10 months in total.

You may leave Poland, but to re-enter you must have a visa or another legal basis for entry.

The long-term EU residence status is granted indefinitely, but the residence card itself must be renewed every 5 years.
